Pursuant to Rule 31 of the Rules and Orders of the City Council, the President of the City
Council has called a Special Meeting of the City Council to be held in the City Council Chamber, Woburn City Hall, 10 Common Street, Woburn on Wednesday, July 27, 2016 at 5:30 p.m. to take action on an Order to transfer the sum of $402,603.00 from Mayor Salary Adjustments Acct to Union Contract Settlements and on an Order calling State Primary for Thursday, September 8, 2016.

VOTED to dispense with the reading of the previous meeting’s Journal and to APPROVE, 7 in favor, 0 opposed, 2 absent (Gately, Higgins absent).

On the Order to transfer the sum of $402,603.00 from Mayor Salary Adjustments Acct to Union Contract Settlements. President Haggerty stated that the library and school contract settlements have been funded, that the police department and fire department contracts are still in negotiation, and that this Order is for the other city employee contracts that have been settled. Motion made and 2nd that the ORDER be ADOPTED, 7 in favor, 0 opposed, 2 absent (Gately, Higgins absent).

Order calling State Primary for Thursday, September 8, 2016. President Haggerty stated that this Order includes moving the Ward 1, Precinct 2 polling location from the Clapp School gymnasium to the Joyce Middle School gymnasium. Alderman Campbell stated that it is time to make this move with the Clapp School soon to be razed and a new park constructed, that this will be a smooth transition and that there is plenty of parking at the new location. Alderman Concannon stated that the voters in Ward 1, Precinct 2 should receive sufficient notice of the move. City Clerk Campbell stated that voters are required to be notified by mail to each household with a registered voter, by advertisement in a newspaper in circulation in the city and by signs posted at the former polling location advising of the new polling location address. Alderman Concannon stated that a few years ago there was discussion to move all the polling places, that there is not enough time to do that this year, and that the city should move towards a central polling location.
President Haggerty stated that with the construction of the new Hurld-Wyman School and the closing of the current Hurld School and the current Wyman School there will be an impact on an additional three voting precincts, and that this will prompt further discussion on polling locations. Alderman Mercer-Bruen stated that she will not support the consolidation of the polling locations, and that she does not want to do anything that will make it harder for voters. Motion made and 2nd that the ORDER be ADOPTED, 7 in favor, 0 opposed, 2 absent (Gately, Higgins absent).
