B. Order for $2,439,000 from General Stabilization Acct to Various Capital Projects.

4. Public Hearings:

A. President Haggerty to amend the 1985 Woburn Zoning Ordinances, as amended, by adding a new Section 30 entitled “Smart Growth Overlay Districts” in accordance with the purposes of G. L. Chapter 40R; 2. By amending the City of Woburn Zoning Map by overlaying the Smart Growth Overlay District zoning provisions over one parcel of land at 300 Mishawum Road; 3. By adopting the Woburn Mall Smart Growth Overlay District Design Standards; and 4. By adopting the Smart Growth Overlay District Plan Review and Special Permit Application Form and the Smart Growth Overlay District Regulations and Submission Requirements.

B. Jamieson Properties to amend the 1989 Woburn Zoning Ordinances, as amended by adding a Section 31 Federal Street Smart Growth Overlay District (FS/SGOD) in accordance with the purposes of G. L. Chapter 40R [Request to continue filed]

C. Jamieson Properties to amend the Zoning Map of the City of Woburn by changing the zoning district for the property located at 14 Federal Street and 14R Federal Street from the B-D zoning district to the FS/SGOD zoning district. [Request to continue filed]

D. Sanctuary Medicinals Inc. for a special permit to allow for a Medicinal Marijuana Treatment Center, and 2. Reduction in required parking at 130 Commerce Way.

E. Cellco Partnership d/b/a Verizon Wireless for a grant of right in a way to locate a small cell wireless antenna and fixtures at 14 Industrial Parkway.

F. Cellco Partnership d/b/a Verizon Wireless for a grant of right in a way to locate a small cell wireless antenna and fixtures at 550 Main Street.

G. 283 Salem Street, LLC for a special permit to allow accessory storage and overnight parking of up to ten (10) commercial motor vehicles and open or outside storage of new or used building materials or equipment as relates to the operation of a fence assembly and manufacturing business at 4 Draper Street.

H. Terrafugia, Inc. for a special permit to allow for overnight parking of one commercial motor vehicle and for construction of building within Flood Plain District at 23 Rainin Road a/k/a 23 Mack Road

I. JianPing Lin for a special permit to allow therapeutic massage and spa at 546 Main Street.

J. Madison Woburn Holdings LLC for a special permit to modify special permit to allow for an amended site plan including one additional parking space, two canopies, modification of dumpster area, relocation of storage shed, and update floor area ratio, at 369 Washington Street.

5. Citizen’s Participation:

A. Order for Loan Order in sum of $5,000,000. for cleaning and relining water mains (OTP).

A. Woburn Friends of VNA Hospice & Palliative Care for special event permit to allow walk and road race at Horn Pond and area streets on September 30, 2018.

B. Woburn Host Lions Club, Inc. for a special event permit to allow road race at Horn Pond and area streets on October 21, 2018.

C. Seaver Properties LLC for special permit and site plan approval to allow 41 residential town house units and waiver of buffer zone at North Maple, Monks Street; Mishawum Avenue and Dexter Avenue.

D. Presidential Ventures LLC for special permit to amend site plan of record, site plan approval and waiver from tree requirement at 8 Presidential Way.
