DIRECTOR OF HUMAN RESOURCES

POSTING STATUS: Regular Full Time SALARY: $105,701.34
Duties and Responsibilities:
- Administers/oversees all human resources duties and functions.
- EEO/ADA and Safety Officer.
- Provides assistance to the Mayor, City Council, department heads, and employees on personnel matters.
- Administer recruitment, interviewing, hiring, orientation, training, development of all personnel.
- Acts as liaison with Human Resources Division of Civil Service for appointment of Police Department personnel.
- Serves as Labor Service Director for DPW positions.
- Acts as liaison to the MCAD for compliance with the ADA in the City of Woburn.
- Assist employees on personnel matters related to human resources, insurance, and safety.
- Serves as member of City’s negotiating team with City labor unions.
- Administer Collective Bargaining Agreements.
- Administer employee benefits with significant emphasis on health, dental, disability, and life insurance.
- Negotiate with insurance providers and brokers.
- Administers Worker’s Compensation, Police and Fire Injured on Duty programs.
- Administer unemployment compensation, employee assistance, drug and alcohol programs.
- Researches/develops personnel and related policies.
- Coordinates with Employee Assistance Provider to make all employees aware of the program and coordinate the arrangement of training sessions.
- Oversees the administration of sick, personal, bereavement and vacation leave for all City employees.
- Act as Chairperson for City’s Safety Committee.
- Works with insurance company on matters relating to Automobile, Property, Law Enforcement, Public Officials, General, School Board Liability and Workers Compensation.
- Other duties and responsibilities as assigned.
Qualifications:
- BS in business administration or public administration with emphasis on labor relations/personnel management, or equivalent.
- Five or more years’ experience in similar position
- Advanced knowledge of benefit administration, labor relations, EEO, ADA, and related laws.
- Advanced knowledge of Civil Service laws/practices.
- Excellent communications skills with the ability to remain calm in stressful situations.
- Ability to work well with others.
- Advanced knowledge of Microsoft Office, including Excel, Word, and Outlook.
